Do you have a link? If you "view source" of the document in browser, search for "upload_max_filesize"
, what does it say? This value is computed from your PHP values. Do you have a link?
I am guessing the value might correctly be something around ~ 1024000000
, which is calculated from your lowest value post_max_size
. In this case, it could be something on network or server that is setting a limit ... For example, Cloudflare only allows 100MB uploads, and I'm sure some shared servers set a limit at 128MB regardless of PHP settings.
Also, you can open browser inspector > network, and then click on the upload script once it fails as it might respond a more descriptive error.

I don't think you are missing anything. If the file size exceeds values assigned and calculated by Files app, you would specifically get a message that the file size is exceeded instead of a generic error. I'm pretty sure this is some server/network limitation outside the scope of Files app. If you have a link (send to karl AT photo.gallery), I can diagnose.
