This is a big can-o-worms (which basically means "to create a complicated situation in which doing something to correct a problem leads to many more problems."). First of all, default permissions differ per server. A server that is correctly setup, will have read write permissions for the current PHP user, and all created files and folders will INHERIT the default file read/write file permissions (often 755). This is the correct way and how it always should be, although many servers make a mess by creating multiple users (for example one for FTP and one for PHP, both which can't "write" to the others file, which is kinda useless). This should be corrected on server level, not by assigning permissions from a PHP file manager.
And then, even if we did add feature to assign permissions, what happens when you assign non-write permissions to a file? It will be impossible to set it back to writeable, and you can never delete it or delete the folder that contains it. And if you are not going to set something to non-writeable, what are you going to do? Set 777 read/write for all? This should never be necessary.
Of course, we don't even know if PHP is allowed to change permissions, because there is a reason file permissions exist in the first place. You will definitely not be allowed to change "owner" from PHP.
I don't see any logical reason to add permissions editor from Files Gallery, as long as your server is setup correctly. Even if we do, it's just asking for trouble.
