Johnny91 There is cache option (application cache, folders, menu in json format), but then there is also image_resize_cache, which is specifically responsible for caching resized image.
If disabled, it means PHP (your server) will continuously need to resize all images for each visitor on each visit. There aren't many good reasons to disable image_resize_cache
