- Create your
filename.url link.
- Create custom preview
_files_filename.url.jpg in the same dir.

It's not specifically possible to upload an image with a clickable link, because I don't know where we would store the link url and link it to the image. Files Gallery is not a CMS. Instead, you can use the approach above. Just create your link file filename.url and then create a custom preview image for the link file.
