Sorry Karl 😉 , The problem is a mix of Windows and Apache2, I reinstalled Apache2 and it's the same problem, my .css file is in the right directory, under a public directory, otherwise the site would not display at all, so the site works well, it would be good to do the test on your side with xampp or apache2 under windows 10, under linux it works, under windows there is no right to do it is Apache2 which manages the rights to these directories. I have no way to give personalized rights. The CSS directory has the same rights as the others.
