You mean rotate a picture that might have wrong rotation? Yes, it would be an interesting feature. The only problem is that now there is EXIF rotation and physical rotation, and they aren't always the same. Also, when saving the modified image, it would have to re-compress the image in JPG.
As for zoom (which would be equivalent to "crop"), it's also possible but it becomes a bit messy. For example, try the populate rotate/crop plugin below ... If you rotate and crop at the same time, it will not necessarily rotate the canvas of the image. For me, I can't even get it to simply rotate an image without the result being cropped:

In my opinion, a simple ROTATE tool would be best, with buttons that allow rotating left and right 90°, which also rotate the actual image canvas. Adding CROP (and other edit option) just creates a mess.
